Anatomy of a $44 million public build, reconstructed entirely from the public record — the RFP that started it, the twenty-three prime trade contracts that are building it, advertised in five bid packs, the rebid round in the middle, and the AV bid running right now. New Castle County is delivering its flagship library the way Delaware delivers most major public buildings: construction management — agency (CMa), with multiple prime contracts. The county doesn't hire one general contractor. It hires a construction manager as its agent, and then holds every prime trade contract itself, awarded one by one to the lowest responsible bidder under state and county procurement law.
On this project the county's agent is Wohlsen Construction, selected through RFP 23P-003 (October 2022) — the same firm that managed the county's Appoquinimink library. The CMa's fingerprints are all over the record: it develops the bid documents, registers every bidder and issues the access codes, answers bidder questions in writing, runs the mandatory pre-bid meetings, and carries the county's diversity plan — this project carries a 32% Small Business Enterprise participation goal alongside Delaware prevailing-wage requirements. Design is by Quinn Evans Architects; the site feasibility work was done by Duffield Associates (now Verdantas) in 2022.
Contracts run from the owner. The dashed tier is the part outsiders miss: every one of those trade contracts is held directly by the county, not by the construction manager — which is why each one is a public document, and why this whole page can exist.
Five bid packs, advertised in sequence between January and May 2025 as the design finished, plus one package released late: the audio-visual contract carries the Bid Pack 4 label but was not advertised until July 2026. The county numbers its Public Works construction contracts in one running series, so the library's contracts are 25-2501 through 25-2522 and 25-2524 (25-2523 is an unrelated stormwater job). In April 2025 five contracts from packs 3 and 4 were readvertised, and tele/data went out a third time in June — rebids are a normal, public part of how multiple-prime projects land on budget, and the record simply shows it happening.

Every contract number from 25-2501 to 25-2522, plus 25-2524, is titled here from a county Notice & Invitation to Bid; the ledger lists only what those notices state. The addenda also name scopes bought by letter quote rather than sealed bid — fire protection, weather barrier, caulking, spray insulation, fencing, tile, specialties, operable partitions, appliances, and testing, adjusting and balancing. Every bidder on every contract above posted a 10% bid bond, registered under Delaware's Contractor Registration Act, files a Contractor Responsibility Certification above $500,000, and pays Delaware prevailing wages.
The 2022 RFP carried a tentative move-in of June 1, 2026; the county's current published schedule says 2027. Public schedules move — the record shows both dates, so this page does too.
You can read the building straight out of its trade list. A terrazzo contract means a public floor built for fifty years of traffic. An acoustical ceilings-and-wall-panels contract, next to a 150-plus-seat tiered performance space, means the room is engineered to be listened to. A dedicated AV package and a tele/data package mean the "library" is also a broadcast and production facility. The electrical scope carries a rooftop solar array, and the mechanical design is all-electric — no fossil fuels in the building.

POLLY SIERER · FUNDRAISING COMMITTEE CHAIR, VIA QUINN EVANSLocal reporting puts the project at $44 million: the Newark Post reported in May 2023 that the cost would be split evenly between the state and the county, with $4 million in federal stimulus allotted by the governor and a $1 million fundraising commitment from the Friends group toward outfitting the building. No county document in this file states a total; the county's own papers describe the funding stack without a figure. That stack has three layers, and each is its own public paper trail:
